What’s Changing in December 2025
The government is introducing new measures to make renting with pets more consistent across the country. The goal is to create a fairer process while giving landlords more security.
 
1. The Introduction of a Pet Bond
For the first time, landlords will be able to request a separate pet bond.
This will:
• Sit on top of the standard bond
• Be lodged with Tenancy Services
• Only apply when pets are approved

Tenants will have the right to formally request pets. Landlords must respond within a reasonable timeframe.
Declining pets will still be allowed but must be based on reasonable, property-related grounds, such as:

3. Reasonable Pet Conditions
If a landlord approves pets, they can set fair conditions. These may include:
• How many animals are allowed

These conditions must be written into the agreement.
 
4. Greater Protection for Landlords
The new framework offers stronger reassurance through:
• The optional pet bond
